The database limition is 256 smilies before mass moves are not possible so because there is over 300 smiley icons it means every halloween, Christmas, Easter, Valentines, Paddys, we gotta move each smiley individually. It might be better just to delete some of the shitty smileys that nobody uses so we can just move the festive smilies to the fore in one click in future.
Can start with removing all the Inter smilies...

Their order is static, i just switch around the quick access ones every so often so they don't get boring i suppose. There's no algorithm that dynamically changes their order. There might be an entry in the database that shows how often each smilie has been used so i could use that to some degree for the generic smilies. Obviously the likes of the Messina smilie has probably never been used but i think we can remove enough rarely used generic ones before removing club specific smilies....except for Inter

Appreciate the insight into how they work.
Sounds like a plan RE removing the generic ones that no one uses, if that's going to make life easier for mass moving seasonal smilies.
If there was a database entry that helped to make it possible to order the most used generic ones so they showed up first, I'd support that change.
